établir et maintenir un contact étroit avec les personnlalités et les organismes officiels du département ; présenter, en cas de besoin, sa candidature ou celle des clubs de ces organismes d'attribuer ; en assurer une répartition équitable entre les clubs du département dans le cadre de la politique générale de la Fédération ; promouvoir le développement du jeu dans le département par l'incitation à la coopération, à la création de nouveaux clubs ; l'incitation à la coopération, à la création d'écoles de rugby ; la surveillance de leur fonctionnement et l'amélioration des techniques qui y sont développées ; promouvoir le développement des corps d'éducateurs et d'arbitres ; agir par tous les moyens dont elle dispose pour une plus grande loyauté dans le jeu, et une plus grande correction parmi les supporters
